Do I have to track time to send an invoice?
No. You can bill a fixed project price or write lines by hand. Time tracking is how an invoice builds itself, not a requirement for having one.
Can I track time on a fixed-price project?
Yes, and it is worth doing even though you do not bill by the hour. The recorded hours are what tell you whether the fixed price covered the work.
Can I bill some hours and not others?
Yes. Mark entries billable or not, and choose which approved entries go onto a given invoice. Work you decide to absorb is still recorded.
